Fleet Registration and Commercial Vehicle Registration
Running work trucks means registration paperwork that never really ends: weight declarations, CVRA decals, renewals landing in different months, and vehicles added or sold. We help North Hollywood businesses with fleet registration for commercial vehicles, from a single box truck to a group of vans. Below is how the DMV registers commercial vehicles, and how its fleet programs work.
369 Registration Services is a private registration service licensed by the California DMV. We are not the DMV or a branch of the DMV. You can complete these transactions directly with the California DMV without paying our service fee.
What this service covers
Commercial vehicle registration is the DMV transaction for vehicles used mainly to carry property or people for pay: trucks, truck tractors, buses, tow trucks, and pickups used in a business. Vehicles at 6,001 pounds or more are registered by weight, so the owner declares an operating weight on the Declaration of Gross Vehicle Weight (REG 4008). Fleet registration is doing this across many vehicles.
Who needs it
- Contractors adding a work truck that will be registered commercial for the first time.
- Delivery, moving, or hauling businesses with several trucks on different renewal dates.
- Owners whose truck now carries heavier loads than the weight on its registration card.
- Companies with 50 or more vehicles weighing the Permanent Fleet Registration program.
What to bring to your appointment
Sourced from the DMV's requirements. Bring originals where the DMV asks for them. We confirm the exact list when we set your time.
What to bring: Fleet and Commercial Vehicle Registration
- Application for Title or Registration (REG 343)
Signed by every registered owner.
- Declaration of Gross Vehicle Weight / Combined Gross Vehicle Weight (REG 4008)
At original registration or transfer for commercial vehicles at 6,001 pounds unladen or more, except pickups, and whenever the operating weight changes.
- Title or ownership documents
California title, out-of-state title, or the manufacturer's certificate of origin for a new vehicle.
- Verification of Vehicle (REG 31)
For vehicles last registered out of state and any vehicle with no California record. Some new out-of-state commercial vehicles at 6,001 pounds or more are excused.
- Application for Permanent Fleet Registration (MC 3500 P)
PFR applicants only. Side A goes to the DMV PFR Section for account approval first.
- Permanent Fleet Registration Addition/Deletion (MC 495 P)
To add or remove vehicles on an existing PFR account.
Based on DMV requirements as published on dmv.ca.gov, checked 2026-10-12. The DMV may ask for more depending on your vehicle. We confirm your exact list when we set your appointment.
When you might need this service
Registering a commercial vehicle for the first time
A truck entering commercial service needs an Application for Title or Registration (REG 343), the title documents, a REG 4008 weight declaration at 6,001 pounds unladen or more (pickups excepted), and a Verification of Vehicle (REG 31) when the DMV requires one, which is usual for a vehicle from out of state with no California record. Diesel trucks over 14,000 pounds GVWR must also comply with the state air board's Truck and Bus Regulation or the DMV will not register them. A brand new vehicle follows the same path as our new vehicle registration service.
CVRA vehicles at 10,001 pounds and up
Once a declared gross or combined gross weight reaches 10,001 pounds, the vehicle moves from a weight fee to Commercial Vehicle Registration Act (CVRA) fees, while the registration fee, vehicle license fee, and county fees still apply. The DMV provides a weight decal showing the top of the operating range, and year stickers, for both sides of the vehicle. Weight decals come once; renewals bring year stickers only unless the declared weight changes.
Fleet registration through the Permanent Fleet Registration program
PFR lets a company with 50 or more commercial or passenger vehicles manage registration from one monthly listing instead of a stack of separate renewal notices. Vehicles get permanent stickers and a registration card showing the expiration month. The company name or logo must appear on both sides of each vehicle, readable from 50 feet. Motorcycles and trailers are not eligible. Applications go in on the MC 3500 P, with additions or deletions reported on the MC 495 P.
Partial year registration for trucks that sit part of the year
Commercial vehicles that only run part of the calendar year can use Partial Year Registration, paying for any stretch from 1 to 12 months. Before the annual expiration date you tell the DMV, by mail or in person, how many months you plan to operate, then pay the prorated weight or CVRA fees along with the DMV's PYR service fee. If the truck will not move at all during the year, a Certificate of Non-Operation (REG 102) filed by December 31 keeps penalties off the record.
Motor carrier permits and IRP
A Motor Carrier Permit (MCP) is a separate DMV requirement for anyone hauling property for hire, for vehicles with a GVWR of 10,001 pounds or more, and hazardous materials haulers. It starts with a CA number from the California Highway Patrol, then the MC 706 M application with proof of insurance. The International Registration Plan (IRP) is the DMV program for trucks that run in California and other states, covered in the questions below.
How it works with us
Tell us about the vehicles
Call or send an appointment request with the number of vehicles, their weights, what they haul, and whether any came from out of state. One truck or twenty, the first conversation is the same.
We confirm the forms and a time
We work out which forms apply: REG 343, REG 4008, REG 31, and PFR or PYR forms when those programs fit. We confirm what to bring to our North Hollywood office and set an appointment.
We complete the paperwork with you
At the appointment we go through each declaration with you, check that the declared weight matches how the truck actually runs, and review titles for ownership transfers on used vehicles.
We handle the paperwork for the transaction
We prepare the complete package for the DMV transaction, including any fees due. Renewals on fleet vehicles follow the same path as our registration renewal service, with weight decals in the mix.
Fees
DMV fees are set by the State of California, not by us. Only the DMV decides the final total, which depends on your vehicle, the transaction, and any penalties already on the record.
- For vehicles at 10,001 pounds or more, the DMV lists a CVRA motor vehicle fee of $122 and a CHP CVRA fee of $56. CVRA weight and year stickers are $3, whether original or replacement. (DMV source, checked 2026-10-12)
- The Permanent Fleet Registration service fee is $1 per vehicle, charged on top of regular registration fees at original fleet registration, when a vehicle is added, and at each annual renewal. (DMV source, checked 2026-10-12)
Our service charge
Every transaction is different, so our service charge depends on the paperwork your case needs. Tell us about it when you call or send a request and we will explain our charge before you decide to proceed. DMV fees, taxes, and penalties are separate.
Common issues and special cases
Declared weight is too low
A truck that ran even one day above its declared weight owes CVRA fees at the higher range, per the DMV handbook, and lowering a declaration later brings no refund. If loads grew, file a new REG 4008 before running heavy.
Pickups are the exception
A pickup stays on the unladen weight fee, however heavily it is loaded, when it weighs 8,000 pounds or less empty with a GVWR under 11,500 pounds. No REG 4008 is needed for them.
Questions about fleet and commercial vehicle registration
What is the REG 4008 and when do I need it?
The REG 4008 is the Declaration of Gross Vehicle Weight or Combined Gross Vehicle Weight. The DMV asks for it when a commercial vehicle weighing 6,001 pounds or more empty is first registered or transferred, pickups excepted, and whenever the operating weight changes.
What is IRP registration?
The International Registration Plan is a DMV program for commercial vehicles that run in California as well as in one or more other states, generally at 26,001 pounds or more. The base state provides one plate and a cab card, with fees apportioned by the miles run in each state. Applications go to the DMV's IRP Operations Section in Sacramento.
Can you help with IRP registration?
Apportioned registration under the International Registration Plan is handled by the DMV's IRP Operations Section in Sacramento, not by a field office. Describe your fleet when you call and we will tell you whether your IRP paperwork is something we prepare, or point you to the DMV's IRP page.
Do I need a motor carrier permit too?
Often, yes. The DMV requires one for anyone transporting property for hire regardless of vehicle size, for vehicles with a GVWR of 10,001 pounds or more, and hazardous materials haulers. The permit runs 12 months and is applied for online or by mail, not at a DMV office.
